In Subdistricts A, B, C, and D the underlying use regulations shall be modified by the provisions of this Section, inclusive. In Subdistrict E, the underlying district regulations shall apply.

New York City Zoning Resolution Section 139-10: SPECIAL USE REGULATIONS.
Inside this special district, the normal rules about what you can build and operate get swapped out — but only in Subdistricts A, B, C, and D. There, the special rules in this section override the usual ones.
Subdistrict E is the exception: it plays by the standard neighborhood rules, no special tweaks.
So where you are within the district decides whether the override applies.
