Section 125-32 - Balconies
Balconies shall not be permitted below a height of 70 feet. Above a height of 70 feet, balconies are permitted in accordance with the provisions of Section 23-62 (Balconies).

No balconies on the lower part of a building here — nothing below 70 feet up. Once you're above 70 feet, balconies are fine, following the city's standard balcony rules. Roughly: no balconies on the first several stories, allowed higher up. Keeps the street-level wall clean while letting upper floors have them.
