New York City Zoning Resolution Section 125-31: Permitted Obstructions.
In the Special Southern Hunters Point District, the citywide list of things allowed to stick out beyond normal building limits — like cornices or balconies — still applies. One addition: dormers (the little roof projections with windows) are allowed to poke into a required setback, the space a building must step back from the lot line. So dormers get extra leeway here.
Section 125-31 - Permitted Obstructions
The provisions of Section 33-42 (Permitted Obstructions) shall apply to all buildings within the Special Southern Hunters Point District , except that dormers provided in accordance with paragraph (b) of Section 23-413 (Permitted obstructions in certain districts) shall be a permitted obstruction in a required setback.
