New York City Zoning Resolution Section 115-23: Height and Setback Regulations.
Building height and setback (how far back from the lot line a building must step up) follow the base zoning rules, except where this section changes them. One key rule: all heights here get measured from the base plane — a defined ground-level reference — so everyone uses the same starting point, not just whatever grade is convenient.
