Rear yard requirements shall not apply to non- residential uses along such portion of a lot line that coincides with a boundary of a railroad right-of-way.

Normally a building must leave open space at the back of its lot — a "rear yard." This waives that requirement for non-residential uses, but only along the part of your lot line that runs against a railroad right-of-way (the strip of land a rail line occupies). Since there's a rail corridor on the other side, no rear yard is needed there. Residential uses don't get this break.
