Council members can move to suspend rules for the first reading of Specific Plan (SP) amendments, even if the bill has not yet been reviewed by the Planning Commission, to expedite the legislative process, and such suspensions are often granted without objection.

For certain specific plan (SP) amendments on first reading, a motion to suspend Rule 19.2 is sometimes used to allow for immediate action and to align public hearing notices with the Planning Commission.
