However, within a flight obstruction area , the highest projection of any such building or other structure may, in any event, extend to a height of 30 feet above curb level .

Near airports, in a flight obstruction area (airspace kept clear so planes can fly safely), buildings are normally height-capped to protect the flight path. But this gives a floor: no matter what, your building or structure may still rise to 30 feet above the curb. That 30-foot minimum is always allowed.
