This district changes the normal height-and-setback rules — how tall buildings can go and how far back upper floors must step from the lot line (setback). The key twist: every height is measured from the "base plane," a defined ground-level reference, not the actual sidewalk. That keeps measurements consistent on sloped or irregular sites.
