Section 119-32 - Special Permits
The City Planning Commission may grant special permits for modification of the underlying district regulations in accordance with the provisions of Section 119-321 (Modification of use regulations).

The City Planning Commission can grant a special permit letting a project break the normal use rules in this district.
"Use" means what the building does — homes, shops, offices. A special permit is a discretionary, case-by-case approval after public review.
So developers can request an exception, but only the Commission can grant it.
