New York City Zoning Resolution Section 102-021: Requirement for application.
If you want a special permit to build in a scenic-view protected area, your application to the City Planning Commission must come with real documentation: maps, site plans, topography, building elevations, and the spacing/arrangement of structures. The point is to show exactly how your project would affect the protected view before anyone signs off.
Section 102-021 - Requirement for application
An application to the City Planning Commission for a special permit pursuant to Section 102-30 , shall include maps, plans or other documents showing topography, elevations, and site plans showing arrangement and spacing of buildings or other structures , and other information necessary to determine the impact of the proposal on the scenic view to be protected.
