Open Restaurants Text Amendment

Members took up the Open Restaurants Text Amendment, which strips out zoning restrictions that had largely confined outdoor dining to Manhattan in non-COVID times and opens it to the outer boroughs. The change builds on the temporary open restaurants program the city stood up by emergency executive order.
