It was a clearing-the-deck day for NYC's biggest land-use deals. Keith Powers walked his Midtown South rezoning over the line , 10,000 new homes, 3,000 of them affordable, while pledging to preserve the garment industry. Then he pivoted to Lenox Hill, where six years of fighting shrank the hospital from 516 to 436 feet and compressed an 11-year build into 5.5. Crystal Hudson closed it out with 47 Hall Street: a Brooklyn campus that sat vacant, became a migrant shelter, and will now hold 620 mixed-income homes. The committee removed MIH Option 2 on item after item, then voted 10-0.

Approved the Midtown South Mixed-Use Plan with modifications, rezoning an area that had only ever allowed commercial and manufacturing uses to permit residential alongside new light-manufacturing districts. Keith Powers, who said he'd worked on it "endlessly" with Council Member Bottcher, argued the changes still preserve a long-term home for the fashion and garment industry.
The 47 Hall Street rezoning was approved with Salamanca's modification to strip MIH Option 2 and deepen the required affordability. Crystal Hudson backed it as qualified support , the formerly vacant commercial campus, later used to shelter migrants and asylum seekers, will now yield 620 units of mixed-income housing (150+ permanently affordable at about 60% AMI) plus 530 construction and 350 permanent jobs, though she conceded "this project did not bring everything we wanted.
The 42-11 30th Avenue rezoning in Council Member Caban's Queens district was approved with a modification to remove MIH Option 2 and add a different MIH option (LUs 337 and 338).
