Council Member Bottcher told the room the Western Rail Yard application 'was originally' built around a casino , and that a week earlier he'd gotten the applicant to drop it. With the casino gone, the zoning subcommittee modified the special permit to a no-casino plan: up to ~4,000 units, more publicly accessible open space (up from 5.6 acres), cultural facilities and 'world-class' green space on a site bounded by 11th and 12th Avenues that has sat undeveloped over fifteen years.
