Chair Kevin Riley ran a four-hearing zoning-subcommittee sitting with almost no public turnout. The headliner: Eric Palatnik's pitch to put a 14-story, 292-unit fully-affordable senior building on a Marcus Garvey Boulevard parking lot in Bed-Stuy that he conceded sits at 50% capacity , an R6A rezoning he stressed doesn't even use the extra floor area. Riley pressed him to squeeze in more one-bedrooms beyond the 222 studios / 69 one-beds, and probed how vouchers and the 60% AMI funding actually reach tenants. Also heard: the 145 Harlem project, a 28-unit North 7th Street Williamsburg rezoning w

Chair Kevin Riley pressed the applicant on the unit mix for the Marcus Garvey Boulevard LSGD, a 14-story affordable senior housing building in Bedford-Stuyvesant, asking on Councilmember Ossé's behalf to squeeze in more one-bedrooms since he's no fan of studios. The project carries a Borough President support letter and commits to new plaza, courtyard, fencing, lighting, and security upgrades, though the applicant said they hadn't yet heard back from the Council Member.
The North Seventh Street rezoning in Williamsburg moved through the hearing, clearing a new six-story residential building of roughly 28 apartments. The applicant cited unconditional approval from the Brooklyn Borough President and argued the area is in dire need of residential and affordable units.
Heard an Article 11 tax exemption request under Section 577 of the Private Housing Finance Law for Ocean Crest, an affordable home-ownership development of about 89 units in Queens whose site rezoning the Council already approved in 2023. Restored Homes HDFC and TCB Beach Channel Drive LP are the owners seeking the exemption.
Held the hearing on the zoning special permit for the 145 (one forty-five) project in Harlem, located in Councilmember Salaam's district, with the comprehensive hearing having been held previously. A member of the public, Julius, came up to ask whether this was the 145 hearing and was told it had already concluded.
