City of Yes Zoning for Housing Opportunity
Heard as the third and final piece of the administration's City of Yes program, this citywide housing text amendment was pitched as a sweeping fix to the housing crisis through a complicated set of reforms meant to modernize outdated housing rules.
- Preserving open space on large developments and in backyards is treated as critical to constituent well-being and a factor in the subcommittee's modifications
- MODIFICATION to UAP: buildings containing more than 10,000 sq ft of affordable floor area must set aside 20% of the affordable units for families making 40% AMI ($62,000 for a family of four)
- Second citywide proposal being modified: the reform allowing landmark buildings to transfer their unused development rights (TDR) with less process to help preserve the landmarks
- MODIFICATION: reinstating the special permit for any building receiving a density increase from a landmark building that wants to increase its height more than 25% of what it is allowed
- Third citywide proposal being modified: campus infill development - the ability to add buildings on a lot that is already developed (two or more buildings on a large lot)
- Modification requires a minimum percentage of the lot not be developed AND that the height of any new infill buildings not exceed the height of existing buildings on the lot
