Moved to confirm the CCRB's power to investigate bias-based policing and racial profiling, including past conduct, and to require the NYPD to bring in an independent consultant to review its EEO cases. The measure came directly out of the council's own work exposing James Cobell, the racist head of the NYPD's EEO division.

Advanced a bill stripping the NYPD of authority over press credentials and handing it to the Mayor's Office of Media and Entertainment. MOME would write the rules governing how credentials are applied for, denied, suspended, and revoked.
