On October 17, 2019 the Council approved the borough-based jails plan to shut Rikers Island, slashing detention capacity from 14,000 beds toward 3,500 and siting four new jails in Manhattan, Brooklyn, Queens and the Bronx. Formerly incarcerated organizers from Just Leadership filled the balcony; the Speaker called Rikers a hellhole. Dissent ran both ways: Carlos Menchaca, Inez Barron and Robert Holden voted no from the left and the neighborhoods, while Joe Borelli, Steven Matteo and Ruben Diaz Sr. opposed the cost and siting.
