Days after the Trump administration's August 2019 'public charge' rule began scaring families off benefits, the City Council used its September 12 stated meeting to fire back legislatively: a coordinated immigrant-protection package (Menchaca, Moya, Rivera) plus a resolution (Levin) urging Congress to overturn the rule. Alongside it came worker-protection bills, Lander's freelance-worker measure and Rose's MWBE/architects bill, and NYPD-suicide-crisis legislation. Took up a bill extending the city's human rights law protections to independent contractors and freelancers. The measure covers employers with four or more workers over the relevant 12-month period, and counts an employer's parent, spouse, domestic partner, or child toward that headcount.

Members considered a measure directing MOCS and the MWBE director to help minority- and women-owned firms compete for city contracts.
