A late-starting zoning subcommittee cleared four pre-heard ULURP items on a single 8-0 vote, but two told opposite stories. Stephen Levin recounted an overnight negotiation (Deputy Mayor Alicia Glen 'on the phone late last night') that cut Alloy Development's 80 Flatbush taller tower from 986 to 840 feet, dropped FAR from 18 to 15.75, stripped loading docks off State Street, and locked in two new schools and 200 affordable units.
