Alloy Development and the city's Educational Construction Fund came to the zoning subcommittee asking Brooklyn to approve something it had never granted: an 18-FAR 'supersized' district for 80 Flatbush -- a tower roughly the height of the landmark Williamsburg Savings Bank, about 900 apartments, and new public-school space. Chair Moya called the density unprecedented in the borough; Boerum Hill turned out in force, warning of shadows, gridlock, a loading dock on a small side street, and a system 'rigged to enrich developers,' while affordable-housing advocates and community-development groups
