River Spring Health's Hebrew Home asks the zoning subcommittee for a special permit to build River's Edge, pitched as NYC's first continuing care retirement community, on Palisade Avenue in the Bronx. Attorney Gary Tarnoff and CEO Dan Riguardi trim the plan to 386 units below Skyview's base height, promise greenway pedestrian access and a restrictive declaration, and pledge residents 'may not be evicted for nonpayment.' Andrew Cohen, who steered Dove funding to the home, presses on traffic, age limits and staffing. The same session sweeps Queens MIH rezonings, a Brooklyn M1-to-R7A conversion,

Took up the St. Michael's cemetery land-acquisition applications (LU 250-252) covering 72-02 Astoria Boulevard in Council Member Constantinides' district. The package authorizes acquiring the property to eliminate a portion of St. Michael's Park for cemetery use.
The Parks Department's request to de-map part of St. Michael's and apply a new zoning designation to the freed land moved forward as the zoning piece of the cemetery expansion. Paired with St. Michael Cemetery's bid for council approval under state not-for-profit law to acquire the parcel, it clears the way for the existing cemetery to grow.
The Hebrew Home's special permit to operate a long-term care facility in an R11 district came before the committee, sitting in Councilmember Cohen's Riverdale district. The application seeks the discretionary approval needed to allow that institutional use where the underlying zoning would not otherwise permit it.
