Special Enhanced Commercial District
Took up the Upper West Side Neighborhood Retail Street rezoning with a stack of DCP modifications already baked in: banks capped at 25 feet of ground-floor frontage on Broadway, Amsterdam and Columbus, a 40-foot general frontage cap on Amsterdam and Columbus, 50% street-wall transparency between 2 and 12 feet, and every existing storefront grandfathered in perpetuity. Owners of the Belnord and Extell pushed for exemptions and banks cried federal preemption, but Community Board 7 came in with a 37-0 endorsement, so the proposal advanced with the CPC chair-certification and authorization safety
- 25 ft maximum ground-floor frontage for banks on Broadway, Amsterdam Avenue, and Columbus Avenue (from 72nd to 87th + 105-109 + 110th depending on corridor)
- 40 ft maximum general commercial frontage on Amsterdam + Columbus (NOT Broadway); 2 establishments minimum per 50 ft of lot frontage; supermarkets/schools/houses of worship exempt
- 30 ft minimum commercial depth for new establishments meeting 2-per-50 requirement
- 25 ft maximum residential lobby ground-floor frontage on Broadway, Amsterdam, Columbus (modification adopted from Borough President recommendation)
- 50% street-wall transparency required between 2 ft and 12 ft above sidewalk on Broadway, Amsterdam, Columbus
- All existing frontages grandfathered IN PERPETUITY at current sizes — never required to subdivide regardless of vacancy or use change (except bank→non-bank→bank requires subdivision)
